The Real Problem

Your electricity bill keeps going up every month. Load shedding makes it worse. And now everyone is talking about the CM Punjab Free Solar Panel Scheme. But every article online says the same thing: “Apply on the portal!”

Nobody tells you:

  • 800,000+ people have already applied — but only 94,000 will get a system. That’s 1 in 8
  • A 550W system cannot run an AC or fridge
  • Your June 2025 bill decides eligibility — not your current bill
  • The solar panel is linked to your CNIC — here’s why that matters

This guide covers everything other articles skip.

Documents You Need

Document Why It’s Needed
Valid CNIC Identity verification
June 2025 electricity bill Confirms usage + has your 14-digit Reference Number
Proof of residence Ownership deed — or landlord NOC if you rent
Income certificate (if available) Supports low-income status

Scan all documents at 300 DPI with a white background. Blurry scans cause delays.

How to Apply — Step by Step

Step 1: Check Your June 2025 Bill

Confirm:

  • Usage is 200 units or less
  • Note your 14-digit Reference Number
  • Sanctioned load is under 2kW
  • Connection type is domestic

Step 2: Apply Online

Portal: cmsolarscheme.punjab.gov.pk

  1. Enter your 13-digit CNIC
  2. Enter the 14-digit Reference Number from your June 2025 bill
  3. The system checks your data against DISCO records automatically
  4. If eligible, you enter the balloting pool
  5. Save your Tracking ID

SMS Option: Send your Reference Number + CNIC to 8800

Applying is completely free. If any agent or website asks for a fee.

Step 3: Verification

  • Your CNIC is checked with NADRA
  • Your bill data is verified with DISCO / WAPDA
  • In some cases, an official may visit your home to confirm your address and setup

Step 4: Balloting

All verified applicants go into a computerized draw. Results are announced in phases, district by district. It is not first-come-first-served — balloting gives everyone an equal chance, whether you’re in Lahore or Rahim Yar Khan.

Step 5: Installation

Selected applicants get an SMS with their installation date. A professional team visits and installs:

  • Solar panel(s)
  • Inverter
  • Battery
  • Wiring

The panel and inverter are registered to your CNIC to prevent theft or resale.

Real Timeline

Stage What to Expect
Verification 2–4 weeks
Balloting result Announced in phases — no fixed date
Installation after selection Another 2–4 weeks
Total from application 2–4 months

3 Real Cases

Ghulam Hussain — Sahiwal (Successful)

Uses 130 units/month, 1.5kW sanctioned load, domestic connection. Applied online. Selected in Phase 2. Installation done within 2 weeks. Fans and lights now run on solar — bill dropped from Rs. 2,500 to Rs. 800.

Shaheen — Lahore, Renter (Delayed, Then Approved)

Uses 90 units/month — clearly eligible. But during site visit, she couldn’t prove she lived there. No rental agreement. She got a written NOC from her landlord and resubmitted. Application moved from “Under Verification” to the balloting pool.

Lesson: If you rent, get the landlord NOC before you apply.

Imran — Gujranwala (Rejected)

June 2025 bill: 215 units — just 15 over the limit. His meter also had a shop connected to it (mixed-use connection). Two reasons for rejection. No appeal possible — the criteria simply weren’t met.

Lesson: Check your June 2025 bill before anything else.

What This System Actually Does (And Doesn’t)

What a 550W System Can Run

Works ✅ Doesn’t Work ❌
Ceiling fans Air conditioner
LED lights Refrigerator (full time)
Mobile charging Water pump
Small TV Washing machine

This system is designed for families whose only electricity use is fans and lights. If you run an AC or fridge daily, this system will not meet your needs.

No net metering. Any solar energy you don’t use in real time is wasted — it doesn’t go back to the grid and you don’t get credit. Commercial solar systems have net metering. These government kits don’t.

Odds are 1 in 8. Applying is free so it’s worth doing — but don’t build your electricity plan around winning the ballot.

Government-grade components. Not bad, but not the same as commercial Tier-1 brands. Good enough for basic use.

What to Do Right Now

If you qualify (200 units or less):
→ Apply now at cmsolarscheme.punjab.gov.pk — deadline is December 2026, but processing happens in phases. The earlier you apply, the more phases you’re considered in.

If you’re just over the limit (201–300 units):
→ Phase 3 (targeting November 2026) may include expanded criteria. Watch official Punjab government announcements.

If you were rejected:
→ Check the exact reason on the portal. A CNIC duplicate issue can be fixed and reapplied. A consumption issue cannot.

Frequently Asked Questions

Eligibility

Q: My June 2025 bill is lost — can I use a different month?
No. June 2025 is the official reference month. You can get a copy of old bills from your DISCO office (LESCO, MEPCO, etc.) or sometimes through their online portal.

Q: I use 198 units — am I safe or could I be borderline rejected?
198 units is eligible. The system checks your exact June 2025 bill data against DISCO records — not an average. As long as that specific bill shows 200 or less, you’re fine.

Q: The house is in my husband’s name and so is the bill — can I still apply?
The application is per household. You’ll use the Reference Number from the bill and your own CNIC. If there’s a mismatch, contact the helpline to clarify before submitting.

Q: My meter is registered as commercial but I only use it at home. Do I qualify?
No. DISCO records show the connection type. If it says “commercial,” the system will automatically reject your application — regardless of how you actually use it.

Q: Is BISP/Ehsaas registration required to apply?
No, it’s not required. But registered families are in the priority group, which may improve their chances in the balloting.

Q: I got a electricity theft warning two years ago. Can I still apply?
DISCO records are checked automatically. If there’s a theft case on your record, you may be rejected at verification. Try applying — the system will tell you.

Renters

Q: I rent my home. Can I apply?
Yes — but you need a written NOC from your landlord confirming you live there. Without it, the site visit will flag your application and it will get stuck in verification.

Q: Is there an official format for the landlord NOC?
No official format. A simple written statement works: your name, the address, your landlord’s name and CNIC, and their signature. Notarized is better but not mandatory.

Q: If I move after installation, what happens to the panels?
Panels are CNIC-linked — they cannot be transferred to a new address easily. If you need to move, contact the scheme authority and your DISCO before doing anything. There is no official relocation process currently.

System & Technical

Q: How much electricity will a 550W system generate daily?
Roughly 2–3 units per day in good sunlight. That’s enough for about 2 ceiling fans and 4–5 LED lights running for 8–10 hours.

Q: Can I run an AC on this system?
No. A 1-ton AC needs 1,000W or more. This system is 550W — it cannot power an AC at all.

Q: How long will the battery last at night?
Official specs haven’t been published. Systems of this size typically include a 100–150Ah battery, which can run basic loads (fans and lights) for roughly 4–6 hours.

Q: Why is there no net metering? What happens to extra solar energy?
These are standalone off-grid kits — they are not connected to the grid in a way that allows export. Any unused solar energy is simply lost. If you want net metering, you need a separate grid-tied commercial system.

Q: Do the panels come with a warranty?
Government procurement contracts include a warranty, but the terms haven’t been publicly detailed. Ask the installation team for a warranty card when they visit.

Application Process

Q: I applied but didn’t get a Tracking ID — what should I do?
You should receive a confirmation SMS on your registered number. If you didn’t: clear your browser cache and check again, or try the SMS method (Reference Number + CNIC → 8800).

Q: Can two people in the same house apply separately?
No. One meter means one application. Duplicate entries from the same household are flagged and rejected automatically.

Q: Do I need to pay an agent to apply?
No. Applying is completely free — portal or SMS. Anyone charging a fee is running a scam.

Q: When will balloting results be announced?
Results come in phases, by district. There is no fixed date. Keep checking the portal and make sure your registered mobile number stays active.

Rejection

Q: I was rejected — where can I see the reason?
Log into the portal and check your application status — the rejection reason is shown there. You can also call the helpline.

Q: My June 2025 bill was 215 units. Can I appeal?
No. Consumption data is verified directly from DISCO records and there is no appeals process for this. Wait for Phase 3 or future phases that may expand the eligibility limit.

Q: I was rejected due to a duplicate CNIC entry. Can I fix it?
Yes. The portal has a help section for resolving CNIC duplicate issues. Fix it there and reapply in the next phase.

After Installation

Q: If something breaks, who fixes it?
The installation team provides service during the warranty period. Get their contact number when they visit. You can also file a complaint through the scheme’s official helpline.

Q: Can I sell the panels or give them to someone else?
No. The panels are registered to your CNIC with serial numbers. Selling or transferring them is illegal and traceable.

Q: Can I upgrade the system later to add more panels?
There is no official upgrade process in this scheme. If you need more capacity, you would need to install a separate commercial system privately.
