The Real Problem Students Face
A laptop costs Rs 80,000–150,000. That’s 2–3 months of household income for most families.
Online classes, digital assignments, project submissions — everything needs a laptop. Without one, you’re either using your phone or falling behind.
The CM Punjab Laptop Scheme gives free laptops to deserving students — no repayment, no interest, nothing. Thousands of students have already received them.
But not everyone qualifies. Your marks matter. Your attendance matters. And your institution matters more than anything else.
This guide tells you exactly what you need — and what gets most students rejected.

Who Cannot Apply
Students at private universities (even with excellent grades) Distance learning or online program students Students with failing grades or academic probation Evening or part-time students Students with pending disciplinary cases The most common rejection:** Private university students apply thinking their HEC-affiliated institution qualifies. It doesn’t. Only public sector institutions are eligible. Ask your institution directly: *”Are we on the CM Laptop Scheme list?”*
Documents You Need
Personal:
CNIC (copy, both sides) — or B-Form if under 18
Domicile certificate (if required by your institution)
Academic:
Latest mark sheet / transcript
Admission letter
Character certificate from your institution
No Objection Certificate (NOC) from your university or college
> 💡 **All academic documents must be attested** — signed by your department head or principal. Non-attested documents are rejected at verification.
How to Apply — Step by Step
Step 1: Check If Your Institution Is Listed
This is the most important step. Not every public institution qualifies.
Visit cmlaptophed.punjab.gov.pk and search for your institution
Call your university’s HED (Higher Education Department) office
Ask directly: “Is our institution on the CM Laptop Scheme 2026 list?”
If your institution isn’t listed, stop here — your grades don’t matter.
Step 2: Check Your Marks and Attendance Honestly
Before applying, verify:
Your last exam result is 60% or higher (check the exact requirement at your institution)
Your attendance is 75% or higher — get the actual number from your attendance office
You have no disciplinary cases or academic probation
If any one of these fails, you’re not eligible. Don’t apply if you know you’ll be rejected.
Step 3: Gather and Attest All Documents
Get everything ready before the portal opens:
CNIC copy + domicile certificate
Attested mark sheet and admission letter
Attested character certificate and NOC
Use a scanner if possible. If using your phone, use good lighting. All text must be clearly readable.
Step 4: Wait for Portal to Open
The portal usually opens in February–March and closes in April. Dates change every year.
Don’t wait for your university to announce it — call your financial aid office directly and ask them to notify you when it opens.
Step 5: Register on the Portal
Visit cmlaptophed.punjab.gov.pk
Click “Register New User”
Enter your email and mobile number
Create a password
Verify your email (check spam folder too)
Log in and proceed to the application
If you have an old account, log in, update your contact details, then apply.
> ⚠️ Use a working email and phone number. Merit list notifications go here — wrong details means you miss them.
Step 6: Fill the Application Form Carefully
Enter everything exactly as it appears on your documents:
Full name as on CNIC
Exact CGPA / marks from your transcript
Institution name from the dropdown (don’t type it manually)
Current semester and program
Common mistakes that cause rejection:
Marks don’t match the transcript
Institution name not found in dropdown
Attendance claimed is higher than actual records
Step 7: Upload Clear Document Scans
Upload scanned copies of all required documents. Every page must be readable — no blurry, cut-off, or dark images.
Step 8: Submit and Save Your Confirmation
Review everything one final time
Accept declarations
Click Submit
Save your confirmation number and screenshot the page
This number is your proof. You’ll need it to track your status.
Timeline: 4–8 weeks from submission to decision.
Step 9: Track Your Application
After the deadline, the government:
Verifies documents with your institution
Confirms marks and attendance
Builds a merit list (highest grades first)
Announces results
How to find out: Check the portal weekly, watch for SMS, check your email, and check your institution’s notice board.
3 Real Student Cases
✅ Zainab — Lahore (Approved in 8 Weeks)
CS student at a public university. Marks: 75%, CGPA: 3.2, Attendance: 82%. Applied in March with all attested documents. Approved in May. Laptop received in June.
Why it worked: Strong grades, clean record, accurate application, documents matched.
⏳ Ahmed — Gujranwala (Delayed 12 Weeks)
Engineering student. Marks: 68%, Attendance: 76%. Applied in March but uploaded marks from the previous semester instead of the latest. University asked for clarification. Resubmitted in April. Approved in June.
Lesson: Always upload your most recent mark sheet.
❌ Fatima — Rejected Immediately
Marks: 85%, Attendance: 95% — excellent. But her university was a private institution. Rejected at the first check.
Lesson: Perfect grades don’t matter if your institution isn’t eligible.
Real Challenges Nobody Talks About
1. Institution verification happens silently
Your university confirms your marks and attendance directly with the government. If what you submitted doesn’t match their records, you’re rejected — often without explanation. Go to your HED office and confirm your official records before applying.
2. 74% attendance is not 75%
The cutoff is strict. If your actual attendance is 74.9%, you’re ineligible. Get your exact percentage from the attendance office — don’t estimate.
3. Merit list is competitive
100,000 laptops go to the top applicants ranked by GPA and marks. If you’re at the minimum (60% marks, 75% attendance), you may still miss the cut. Apply anyway — but have a backup plan.
4. Distribution takes months
Being on the merit list doesn’t mean you get the laptop next week. Distribution happens in phases by region, and your turn could be months away.
5. Laptop specs are assigned — you don’t choose
The government assigns the laptop model. Specifications vary by batch. You can’t request a specific model.
What This Scheme Does and Doesn’t Do
| ✅ Does (Scheme Covers) |
❌ Doesn’t (Scheme Doesn’t Cover) |

⚠️ Important Note: The laptop is yours. But if it breaks, the government doesn’t fix it.

Frequently Asked Questions
Q: I study at a private university affiliated with HEC. Do I qualify?
No. HEC affiliation does not make a private university eligible. Only public sector institutions are covered. Check the official list at cmlaptophed.punjab.gov.pk.
Q: The minimum marks requirement says 60% on some websites and 70% on others. Which is correct?
Both are circulating because the exact threshold varies by institution and program. Ask your institution’s HED office for the specific minimum that applies to you.
Q: My attendance is exactly 75%. Is that enough?
Yes — 75% meets the requirement. But make sure your institution’s official records show 75% or above. If there’s any doubt, get a printed attendance statement from the attendance office before applying.
Q: I’m in my first year of college (FA/FSc). Can I apply?
Yes. Phase 2 (2026) added first-year college students (FA, FSc, ICS) as eligible. This was not available in Phase 1.
Q: I have a disability. Is there a separate quota for me?
Yes. 10% of laptops are reserved for students with disabilities. You are also in the priority group, which improves your chances in selection.
Q: I’m an evening program student. Do I qualify?
No. Evening and part-time students are excluded. Only regular (morning) program students are eligible.
Q: My marks are excellent but I was on probation last semester. Can I still apply?
No. Academic probation — even if resolved — may still affect your eligibility. Check with your HED office. If the case is fully cleared from your record, ask them for written confirmation before applying.
Documents
Q: Who can attest my documents?
Your department head or principal can attest academic documents. CNIC copies can be attested by a gazetted officer. Don’t submit any document without proper attestation — it will be rejected.
Q: My mark sheet is from last year. Will it work?
Use your most recent mark sheet. If you’ve completed a new semester since your last mark sheet, get the updated one. Using old marks caused delays for many students in Phase 1.
Q: I don’t have a domicile certificate. Is it required?
Some institutions require it, others don’t. Check with your specific institution’s HED office. If required, get it from your district headquarters — it typically takes 2–3 weeks.
Application Process
Q: The portal isn’t open yet. When should I register?
Register as soon as the portal opens — don’t wait until the deadline. Portal dates usually fall between February and April. Call your financial aid office to get notified the moment it opens.
Q: I made a mistake in my form after submitting. Can I edit it?
Most government portals do not allow edits after submission. If you catch an error immediately, try logging in and checking if an edit option is available. If not, contact your institution’s HED office — they may be able to flag it for correction.
Q: Can two students from the same household apply?
Yes — the scheme is per student, not per household. Each student applies individually with their own CNIC and academic records.
Q: I applied last year but didn’t get selected. Can I apply again?
Yes. You can apply in each new phase as long as you still meet the eligibility criteria.
After Applying
Q: I’m on the merit list. When will I get the laptop?
Distribution happens in phases by region. There is no fixed date. Some students receive it within weeks of selection; others wait a few months. Watch for SMS and portal updates.
Q: I got the laptop. What if it breaks?
The government does not provide repairs or replacements after distribution. You are responsible for maintenance once the laptop is in your hands.
Q: Can I sell the laptop after receiving it?
Technically it becomes your property, but given it is a government welfare item, selling it goes against the spirit of the scheme. Some institutions also ask students to sign agreements about appropriate use.
Q: I was rejected. How do I find the reason?
Check the portal for a rejection note. If it’s not clear, visit your institution’s HED office — they can see more detail from the government’s verification feedback.
